Job Description:

Current vacancy with Tulare County General Services Agency, in the Print and Mail Division, located in Visalia. This position works in the centralized duplications, print and mail shop. Applications will be reviewed by County Human Resources & Development. As extra help positions become available, County departments with the job openings, including Sheriffs and Probation Departments, will select the most qualified and appropriate applicant for the position available. The number of hours and duration of employment varies by each assignment. Extra help employees may work in a variety of County departments in locations throughout the geographic county area. Extra help employees may not work more than 1,559 hours in any fiscal year from July to June. An extra help employee who mistakenly works in excess of 1,559 hours in a fiscal year does not become a probationary or regular employee.

Job Responsibilities:

Operate and maintain finishing equipment including paper cutter, stitcher, perforator, numbering, machine collator, jogger, folder, paper drill, laminator, and binding machines in reproducing, assembling, and binding a variety of forms, charts, envelopes, stationery, and schedules. Read work orders and select proper materials and equipment to complete assignments. Lubricate, trouble shoot, clean and adjust finishing equipment. Make minor repairs, service, operate, and instruct users on photocopy machine operation. Pick-up, transport, and stack paper and supplies for printing presses, and photocopiers. May assist with operation of offset printing presses including lubricating and adjusting presses for various types of printing plates, and changing and adding ink. Sort incoming mail, parcels and inter-office mail for appropriate department delivery. Sort, weigh, classify and meter outgoing mail with correct postage. Load and deliver mail according to route plan and time schedule. Obtain receiving signatures in log book for incoming classified mail and parcel deliveries. Process special categories of mail such as bulk, presort, certified, registered, insured, express and parcels. Operate folding machine, mail inserter, addressing machine, electronic scale, drum scale and adding machine, and computerized mailing machine. Prepare courier tubs with U.S. and inter-office mail. Maintain supplies, organize work area, and perform minor maintenance and repair on equipment. May unload freight using a pallet jack. May operate business equipment such as copier, adding and facsimile machine.

Job Requirements:

  • Education: Equivalent to completion of the twelfth (12th) grade.
  • Experience: One(1) year as a Print and Mail Operator I or one year of bindery, finish, pre-press, and/or offset experience.
  • Knowledge of: Math sufficient to compute percent’s, decimals and fractions, and to count paper stock and finished work; alphabetical, numerical and non-numerical filing, indexing and cross-referencing methods; bindery, finish, pre-press and offset press equipment plus mail prep process and equipment.
  • Skill/Ability to: Read and comprehend departments regulations, postal regulations, equipment operating and repair manuals, work orders, and other similar technical information; communicate verbally to clarify work order instructions, and discuss problems with supervisors and customer departments; adjust to changing workloads and stress of meeting deadlines; follow oral and written instructions; lift, carry or move items weighing up to 70 pounds; operate a variety of bindery, finish and offset press equipment; write legibly to log information related to inventory, receipt and delivery of mail and parcels; code, sort, post and check materials; maintain work pace and accuracy when performing routine, repetitive tasks despite frequent interruptions; establish and maintain cooperative working relationships with County staff and the public.
  • License or Certificate: Possession of, or ability to obtain, an appropriate and valid California driver’s license.
